A warning against excessive haste in developing North China economy was given yesterday by Mr. Hirao, president of the semi-official Japan Iron Manufacturing Company.
Mr. Hirao said that Japan's first task was to provide for the welfare of the region's Chinese popula- tion. In exploiting North China's resources and developing industries, full attention must be paid to the interests and desires of the Chinese people.
