The fact that the Chief of the United States War Plans Division conversed with the British naval authorities during his recent visit to London, was implied, though not admitted, by Admiral Leahy, Chief of Naval Operations, testifying before the naval committee discussing naval expansion yesterday. Questioned whether the Chief of the War Plans Division reported on his London visit, Admiral Leahy declined to answer, because it involved vital information concerning defence of the country, but he promised at a later stage to "tell all about it.”
