MR. SUN FO REPORTED TO BE NEGOTIATING LOAN AND AID FROM SOVIET

Berlin, To-day. A special report from its Moscow correspondent on
the upshot of the Sino-Soviet negotiations, which Mr. Sun Fo is playing a prominent part, is published by the “Voelkischer Beobachter.” The report, which is headed "Serious Growth of Bolshevist Influence in China, says that the negotiations have led to an agreement by which the Soviet undertakes to recognise Chin- ese sovereignty over Mongolia and to grant further loans to the Chinese Government.
The Soviet will also recognise the r right of China to send a plenipo- tentiary to Ulan Bator, capital of Outer Mongolia. The plenipoten- tiary will at the same time be a member of the Outer Mongolian Government.
The strength of the Outer Mon- golian army is to be augmented to 200,000 regular. troops, including: Soviet detachments. :
