DECISIVE PART

Germany, the paper believes, will play a decisive part in future de- velopments in the Far East.

The paper points to a plan for joint mediation by Britain, Ger- and many, the United States France, and thînks this would have a better chance of success than isolated German efforts.

It is certain, the paper says, that Germany does not want Japan's mi- litary power, which at present off sets Russia's military strength, to be unduly exhausted by military operations in China, the end of which cannot be foreseen -Trang- Ocean.
