A question has come to my notice regarding an appeal play in last Sunday's game between the H.K. Baseball Club and the Filipino Club.

BASE-RUNNER, ON FIRST RUNS BEFORE FLY HAS BEEN CAUGHT BY CENTRE-FIELDER. HE REACHES SEC- OND, AND BY THAT TIME THE BALL HAS BEEN THROWN TO THE SHORTSTOP, WHO DOES NOT TAG THE RUNNER, AND THE LATTER RETURNS TO FIRST BASE. IS THE RUN- NER OUT?

No! It was not a forced play as the ball was caught, and he was not tagged. Rule 27, Section 8, states that a base-runner is out "if, when a fair or foul hit ball (other than a foul tip) is legally caught by a fielder, such ball is legally held by a fielder on the base occupied by the base-runner when such ball is batted, or the base- runner is touched with the ball in the hand of a fielder, before he retouches such base after such fair or foul hit ball is so caught.”

Provided that the base-runner shall not be out in such case, if, after the ball is legally caught, it is delivered to the bat by the pitcher before the fielder holds it on said base, or touches the base- runner out with it; but if the base-runner,, in attempting to reach a base, detaches it from its fastenings before being put out, he shall be declared safe. A base-runner who holds his base on a fly ball shall have the right to advance the moment the ball touches a fielder.

Note. This is an appeal play and the umpire should not ~ make any decision until his attention has beeu called to it and the play actually made at the base in question.
