This has allowed the general concepts of Quality and Production Control to be introduced and developed with a view to completing the re-organisation by applying such principles to all sections of the Workshops within the scope of Phase II of the re-organisation.

The interim benefits of the re-organisation, as stated in the introduction to this chapter, are already evident. Further economies in manpower and replacement parts, plus increased life and availability of equipment are expected to accrue during the next few years.
Electrical Sections (Including Refrigeration and Room Cooler Sub-Section)

These Sections, in Hong Kong and Kowloon, each under a Section Manager of Technical Superintendent Grade, are divided into four sub-sections.
8.25
The Refrigeration and Room Cooler Workshops are responsible for the delivery and collection, overhaul and major repairs of refrigerators and room coolers together with the testing of these and other new items of electrical equipment.
8.26
The Site Maintenance Sub-Sections are responsible for on-site maintenance and the overhaul and preventive maintenance of room coolers, refrigerators and other kinds of electrical equipment. Inspection of contract-maintained room coolers is also carried out to ensure that contractors are abiding by the terms of their contracts in respect of proper maintenance. During the year preventive maintenance was carried out on room coolers, refrigerators and other miscellaneous items of ventilation and cooling equipment, while repairs were carried out during routine maintenance of miscellaneous electrical equipment. New equipment was tested, installed and registered for future maintenance. In addition, electrical installations in respect of lighting conductors, an air compressor, workshop machinery, sea water pumps, Police Mobile Vans, mixing plant at a quarry, temporary generator for the Festival of Hong Kong and floodlights were carried out at various locations in the Colony. A total of 137 items of equipment belonging to H.B.M. Department of the Environment was overhauled, overhead cables were renewed in three Cottage Areas and major repairs were carried out to the floodlight installation at the Hong Kong Stadium.

The Electrical Workshop Sub-Sections are responsible for attending fault calls in respect of room coolers, refrigerators and electrical equipment, the overhaul of electrical appliances and equipment in the Workshops, the testing of new equipment and the repair and rewinding of electric motors.
8.28
The Traffic Light and Installation Sub-Section are responsible for the installation, modification, maintenance and repair of traffic light signals and aids, the installation and wiring of new equipment and also temporary lighting. In addition, a night patrol of traffic lights and aids is provided. During the year traffic installations were completed at 25 road junctions, modified at 72 junctions and removed from 9 junctions. The Sub-Sections also completed work at various locations for the Design and Projects Division.
