JAPAN'S NEW ORDINARY BUDGET
Tokyo, To-day-
The Government yesterday "distributed to members of the House of Peers and representa- tives, copies of the ordinary Budget Bill for 1938-39.
Next year's Budget has been compiled, a Government spokes- man explains, with a view to coping efficiently with the situa- tion arising from long-term hostilities so as to attain the objective of the "punitive ex- pedition against China" by meet- ing military requirements, ma- terials and funds.
GOVERNMENT IN RUMANIA TO SEEK COALITION

According to the decision of the supreme electoral committee, the Government will command from the new Chamber.
The National Party will have about 85, the Fascist Iron Guard 66, the Christian Nationalists: 38 and the Hungarians 18.
Since the Government will not have a stright parliamentary ma- jority, it is anticipated that the Liberal Party will endeavour to form a coalition with other groups, and that if necessary the Cabinet will be reconstituted for this pur-

The Budget, he states, pays special attention firstly, to re- plenishment of armaments; se- condly, military relief and other social welfare works in conne- xion with the "China Incident," thirdly, air defence; fourthly, development of agricultural re- sources fifthly, encouragement ́and promotion of outgoing trade; sixthly, encouragement: of liquefaction of coal; seventh- ly, training of technical perts; eighthly, development of civil aviation; ninthly, earmark- ing of ample funds in reserve to provide for emergency ex- penditure in connexion with the “China Incident.”

The Budget shows that 56,- 000,000 yen are required by various departments except the War Office and Admiralty, in connexion with the "China In- cident.” Renter.
