Safety Zones
Hankow, To-day.
The Consular Corps is discussing with the Jap- Fanese, the proposal for establishment of a "notified zone" in Hankow for the safety of refugees in the event that the city is bombed and attacked by the Japanese.
The proposed zone would include the French Concession and the Special Administrative Dis- tricts (the former British, German and Russian concessions) and the Yangtse off the Bund.
The proposal, it is understood, is meeting with considerable op- position by the Japanese, who maintain that the zone will inter- fere with their military operations.
A section of the river would
