The Development and Airport Division is responsible for investigating the engineering feasibility of schemes for the provision of land for urban development in Kowloon and the New Territories. Where Government agrees to proceed with a scheme, the Division also carries out the formation of the land and the provision of services.

Upon the establishment of the New Territories Development Department in P.W.D. to undertake the construction of the New Towns and development of the rural areas in the New Territories, a majority of the development works in the New Territories, both in hand and under planning, has been gradually handed over to the new Department as from July 1973. However, a number of projects are being retained by this Division for the sake of continuity and administrative convenience.

The Division is also responsible for the planning, design and construction of civil engineering works in connection with Airport development and maintenance and for the planning, operation and maintenance of controlled refuse tips in Kowloon and the New Territories.
Planning and Investigation
6.12 The feasibility report on Development at Tsing Yi was completed. Preliminary investigations of Sha Tin New Town Stage I Phase II were carried out whilst preliminary planning of Tuen Mun New Town Stage IB was completed. Feasibility studies on areas north of Tat Chee Avenue and Lung Cheung Road Development Area 5 were nearing completion whilst feasibility studies on areas north of La Salle Road, Tai Hom and further sites for refuse disposal by controlled tipping were in hand.

The Division's annual contract for site investigations, under which works are carried out for all offices of the Department, functioned well. The total depth of probes, drill holes, bore holes and open trial pits sunk was 61,336 feet.

Kowloon
6.16
At Ho Man Tin Development Area, the site formation contract at Stage completed with a total of some 11.8 acres of land being formed for Government, education, residential and community use. The road surfacing contract of Stages VIII and X was also completed. At Lung Cheung Road Development Area 1, a site formation contract for Section D commenced and is progressing well whilst the road surfacing contract for part of Cornwall Street Extension was completed.
