PANAY ATTACK DELIBERATE: OFFICIAL CONFIRMATION Machine-Gunning Of Survivors Escaping In Boats

MR. HULL DESCRIBES

INCIDENT AS "MORE SERIOUS"

Washington, To-day.

Official reports have confirmed that Japanese vessels machine-gunned the Panay after it had been bombed by Japanese airmen, announced the Secretary of State, Mr. Cordell Hull, yesterday.

Mr. Hull added that this information, which made the incident more serious than it at first ap- peared, would be transmitted to the Japanese For- eign Office in the form of representations to sup- plement the facts already set out in the formal Note of protest against the bombing.

- State Department officials further assert that it is con- firmed that while the Panay survivors were escaping in small boats, Japanese aero- planes dived and machine- gunned them from low alti- tudes, wounding two of them.
