The Director of New Territories Development is a member of the Works Committees of the three New Towns of Tuen Mun (Castle Peak), Tsuen Wan/Kwai Chung and Sha Tin.

The Director of Mass Transit Studies is a member of the Mass Transit Railway Provisional Authority, the Mass Transit Legislation Committee and the Steering Group on Transportation Studies, and is Chairman of the Land Acquisition Co-ordinating Committee, the Mass Transit Railway Utilities Co-ordinating Committee, the Mass Transit Railway Station and Transport Integration Committee and the Mass Transit Railway Safety and Security Committee.

ACCOUNTING SERVICES DIVISION

The role of the Accounting Services Division Headquarters, in summary, may be described as follows:

(a) to provide financial management services to the Directorate and other officers in senior management positions;

(b) to provide accounting services to Offices, either directly or through individual accounting service units in departmental Offices;

(c) to act as a clearing house for all departmental expenditure payments, with the exception of the Waterworks, which is a sub-accounting Office;

(d) to exercise financial control over the Public Works Department estimates of revenue and expenditure, and funds voted for commitments under the Defence Costs Agreement;

(e) to ensure, by a financial inspection of audited accounts, that P.W.D. contractors have adequate resources to fulfill their contractual obligations;

(f) and to formulate, in consultation with all Offices, the Department's five year forecast of revenue and expenditure and the annual estimates of revenue and expenditure, for both civil and military works.

2.17 To discharge this wide ranging role the Division maintains a close working relationship with the Finance Branch of the Colonial Secretariat and the Treasury, relative to all matters of a financial or accounting nature. It also monitors all Audit reports and observations raised in connection with the Department's multifarious activities and takes appropriate action to remedy any deficiencies in systems and procedures where such action is practicable.

However, the Division can only be as effective as staff and other resources permit, which are commented upon in succeeding paragraphs.
