Mr. Herbert Phillips to day re iterated the warning that all British merchantmen mest readily and correctly reply to signals from a Japanese war- ship.
Repetition of this arning followed formation from the Admiral
commander-in-chief,
Sir Charles Little, that his at tention had been drawn to a case. in which a British merchant ship had not responded correct- I to signals from a Japanese man-of-war.
Mr. Phillips points out that the British Government had agreed that Japanese warships may communicate with and board British merchant ships
in order to verify the right of the ship to fy the British Hag.
British ships therefore must comply with such – require- ments without hesitation reasoning why.
The Consul General asks all shipping companies to impress on the masters of their ships the importance of complying with these requirements.
Mr. Phillips emphasises that in view of the serious con- sequences that might result to British shipping generally from the failure of one ship to fol- low these instructions, masters "must understand that their personal feelings should not be allowed to enter the question"
