BRUSSELS CONFERENCE GOES INTO SECRET SESSIONS M. Litvinoff Warns Of Danger In Protracted Talk
FURTHER EFFORTS TO BRING IN JAPAN
London, To-day.
The plenary session of the Nine-Power Treaty Conference adjourned at 6.15 yesterday evening until 2.30 this afternoon (Thursday), when the Conference will sit in committee secretly.
It is gathered that the programme was decided yesterday evening, when Mr. Anthony Eden, the Foreign Secretary, and Mr. Norman Davis, the chief United States delegate, dined together.
Mr. Norman Davis afterwards met M. Yvon Delbos, the French Foreign Minister.
As far as can be gathered, a final attempt will be made to secure Japanese collaboration in some form or other, although it is realised that there is little prospect of Japan altering her mind in this connection.
Indeed, Japanese quarters last night affirmed that they had received instructions in advance to re- ject any fresh overtures to participate in any way in the Conference.

Although as far as can be gathered, no decision has been reached in regard to the next move, it is rumoured in the lobbies that the Conference may attempt to induce Britain and the United States to un- dertake mediation.

Moderate Tone
The afternoon session of the Conference was devoted to speeches by Dr. Wellington Koo, the chief Chinese delegate, and M. Maxim Litvinoff, the Soviet Foreign Com- missar.

Dr. Koo, who delivered ately toned speech, said:
"China wants peace but is deter- mined to continue resistance as long as Japanese aggression per- sists."
"Peace at any price will neither render justice to China nor credit to civilisation. "Peace must be based on the principles of Article 1 of the Nine- Power Treaty.
SANCTITY OF TREATIES
"Knowing your devotion to the principle of sanctity of treaties, we assure you of the whole hearted collaboration of the Chin- ese Government.
China practically covers. three whole provinces of the com- bined size of Britain and Germany: They have also occupied part of Shantung and Shansi.
"Obviously the present out- break is merely a continuation of the policy of territorial ex- pansion displayed at Mukden in 1931 and the subsequent military occupation of Man- churia.
"China regrets her rearming in recent years was not more rapid and more extensive, so as to offer more effective resistance and les- sen the toll of suffering ruthlessly imposed on the Chinese people.
REAL SELF-INTEREST
"The Japanese claim that the st tuation in the Far East is difficult
for the accident to understand.
"The only difficult point to un derstand is the persistent aggres- sion of Japan, not only in violation of her pledges but in opposition to her real self-interest.
