General Matsui, whose proclama- tion yesterday forecasting a major Japanese offensive in the near future was his first public state- ment since he took over command of the Japanese forces on the Shanghai front, followed this up to- day with a message addressed to the people of China.
The message says, "The sole aim of the Japanese expeditionary forces is to eradicate at any cost. China's anti-Japanese policy.
"Japan bears no emnity to the Chinese people and is willing and happy to receive those Chinese who have a genuine desire for further peace in the Orient.
