President Roosevelt's speech at Chicago en- gaged the attention of the Prime Minister, M. Neville Chamberlain, in his address to the Conser- vative Party Conference at Scarborough last night. The Prime Minister said that although there was not yet any formal declaration of war, there were in fact two major wars proceeding in Spain and in China.
