JAPAN ANGERED BY APPEAL TO LEAGUE
TOKYO, TO-DAY. JAPANESE MILITARY CIR- CLES MANIFEST CONSIDER- ABLE INDIGNATION AT THE CHINA'S APPEAL TO LEAGUE OF NATIONS IN CONNECTION WITH THE FAR EASTERN CONFLICT.
They denounce the appeal as “mor- ally worthless," and declare that the covering Note of the Chinese Gov- ernment contains nothing but “false- hoods," especially the assertion re- garding the use of poison gas by Japanese troops, "which cannot be taken seriously."
It is added that Japan is **not in the least disturbed" by China's ap- peal-Trans-Ocean,

Geneva, To-day.
The League Council, in private session yesterday, agreed to place the Chinese appeal on the Councü's agenda in the present session.
It is understood that Dr. Welling- ton Koo, Chinese Minister to Paris and delegate to Geneva, will address the Assembly to-day.-Reuter.

THIN VEILED U.S. ARMS EMBARGO
Washington, To-day, President Roosevelt has for bidden Government-owned mer- chantmen to transport arms and ammunition to China and Japan. Other merchantmen flying the American flag are plainly warned that if they attempt to carry arms to China and Japan, they do so at their own risk.
In a statement after conferring with Mr. Cordell Hull, Secretary of State, and others, President Roose velt makes it clear that this new warning to shipping does not, signi fy that the Government is invoking the Neutrality Act, to which Gov- ernment policy remains on a 24- hour basis.
ARMS DEFINED President Roosevelt pointed out that arms and so forth, which were the subject of the warming, were those for which export licenses were required and which were sub- ject to an embargo immediately the Neutrality Act was invoked-Reu- ter.
WICHITA TO BE STOPPED?
