Soviets Third Five-Year Plan
The Soviet Union's third Five- Year Plan, designed this time to overtake and surpass America," is taking form in the hands of the nation's industrial leaders
It probably will go into effect on Jan 1, immediately on com- pletion of the second Five-Year Plan Preliminary data indicated there will be no let-up in the in- tensive drive to industrialize this technically backward nation with- in a single generation.
In the offices, drafting rooms and shops of a thousand Soviet trusts and industries the planners are blue-printing the next phase. of the industrial future of the Union.
Although the plans are incom→ plete, figures published indicate that the government hopes to ac complish more in the third period than the combined achievements of the first and second Five-Year Plans.
MORE PLANS IN VIEW
The second plan already has been pronounced a success by So- viet officials and the Nation's in- dustrial architects are looking for- ward to the seventh and eighth five-year plans that will not be finished until 1960 and 1965.
The planners assume a popula- tion increase of 125,000,000 with- în the next 25 years to raise the present 175,000,000 to 300,000,000. The Russian birth rate has near- ly doubled since the 1936 decree encouraging large families.
The prime goal of the next· period will be increase of Russian labour's productivity, still admit- tedly inefficient when compared with American labour standards.
“The American's labour ef ficiency is two or three times. higher than ours" is a frequent declaration of industrial officials who have been sent in a constant stream to the United States to learn about American production.
