LEIPZIG TORPEDO AFFAIR ACCUSATIONS: REPLY TO VALENCIA COMMUNIQUE
Berlin, To-day. Informed quarters here des- cribe the communique issued by the Defence Ministry in the Valencia Government reproduc- ing evidence given by an alleged German sailor who was said to belong to the crew of the cruiser, Leipzig, as an extraordinarily naive swindle.
On the basis of this so-called evidence, the communique comes to the conclusion that attempts to tor- pedo the cruiser on June 15 and 18 were the result of a plot concocted by Germany, Italy and Nationalist Spain.
The communique asserts that after details of the plan had been drawn up, an attack was authoris- ed by an Italian submarine because the latter's torpedoes are of the same design as those of the Spanish re- publican navy.
The plot, according to the com- munique was destined to serve the It purpose of creating casus belli. is pointed out here that quite apart
