After many days of rumour and surmise, the latest British proposals for liquidating the non- intervention crisis were revealed yesterday.
The proposals provide:
The system of observers on ships bound for Spain will be retained, but the naval control scheme will be dropped and instead, observers will be plac- ed at Spanish ports to report on incoming cargoes.
FRONTIER CONTROL WILL-BE RE-ESTABLISHED.
BELLIGERENT RIGHTS WILL BE GRANTED TO THE TWO PARTIES IN SPAIN WITH CERTAIN RESTRICTIONS, BUT ON- LY AFTER THE NON-INTERVENTION- COMMITTEE HAS UN- ANIMOUSLY APPROVED WITHDRAWAL OF VOLUNTEERS AS DEFINED IN THE REPORT OF THE TECHNICAL SUB- COMMITTEE AND HAVE AGREED THAT THE WORK OF WITH- DRAWAL IS PROGRESSING SATISFACTORILY.
The proposed restrictions in connection with the granting of belligerent rights to both parties follow:
