Desultory fighting in the vicinity of Peiping is merely the lull before the storm, according to the Japanese newspapers, which view the acute ten- sion as an interval while both sides are engaged in concentrating their respective forces, for the inevitable widespread conflict.

The newspapers stress that the Japanese authori- ties are obliged to proceed with their "fixed plan of self-defence," and add that the Supreme Mili- tary Council meets to-day, for the purpose, ac- cording to the reports, of endorsing the War Ministry's policy. GRAVE STATEMENT BY PREMIER
Tokyo, To-day.
Prince Konoye, the Japanese Prime Minister, has informed all leaders that the Government has decided to take the responsibility of wiping out the anti-Japanese movement throughout China, as the Chinese Government has demonstrated their reluc tance to do so.
According to Domei news agency reports, he also stated that Japan is preparing to send more troops to North China......
The Japanese demands along these lines were conveyed to Gen- eral Chiang Kai-shek through the Chinese Foreign Minister, Dr,
Wang Chung-hui, and the Generalissimo is reported to have re plied that if the Japanese pressed him further, he will be com- pelled to reply.
