A gigantic scheme for the development of the industrial resources of the nation by Government control and management has been prepared in Japan, by the military leaders of the country.
The scheme calls for a Five-Year Plan of inten- sive effort, by means of which it is designed to in- crease the national production to a level three times greater than at present.
It is understood that the scheme has already been submitted by the War Ministry to the Cabinet Plan- ning Board in draft form, and that it definitely calls for a Five Year Plan, to cost 9,000,000,000 yen, which it desires to inaugurate in 1938, with the aim of tripling the 1943 industrial capacity of the Ja- panese Empire.
