FALL OF BILBAO NOT VITAL
MADRID BLAMES "IRONY" OF CONTROL
Madrid, To-day.
The Government, in a lengthy manifesto to the entire Spanish people, admits the fall of Bilbao to the insurgents.
The manifesto states that Bilbao was evacuated by 150,000 people who prefer- red to abandon their homes to living under the invader. It declares that the Basque country is not conquered and de- nounces the "ironic system of control, the sole purpose of which has been to assure the impunity of foreign Fascists to send in- vading armies and war mater- ials to Spain."
The manifesto concludes by saying that the Spanish Government is not pessimistic of the result of the struggle în spite of the Basque situation.
PROGRESS CONTINUES Meanwhile the insurgent troops yesterday resumed the offensive west of Bilbao, and advanced 14 kilometres on the Bilbao-Santander road.
The rebels made only slow progress until the artillery and air force broke the resistance of the Basque forces in the hills west of the Nervion River.
South-East of Bilbao the rebels ground also gained considerable and yesterday afternoon they cap- tured the hills north of Orduna.- Reuter and Trans-Ocean.

Cautions were again adminis- tered by Mr. W. Schofield at the Central Magistracy this morning when 12 car owners were sum- moned for parking their cars over the time limit allowed in the Central District. Among the de- fendants were three medical men, Dr. Strahan, Dr. Skinn and Dr. Balean.
Dr. Strahan said he was very busy till evening and had forgot- ten that the car was there. He thought that some consideration should be given to doctors whose offices were nearby, as there were instances when they were urgently needed and much time was wasted in having to walk a considerable distance to reach their car.
