GERMANY'S EXPLANATION
London, To-day.
Considerable surprise has been caused by the an- nouncement that the visit to London of the German Foreign Minister, Baron von Neurath, on which many hopes had been based, has been postponed. "The political atmosphere is apparently not such as to ensure the possibility of tranquil discus- sion of the problems it was hoped to broach in London," is the view of German political circles regarding the postponement.

Meanwhile indignation is ning high regarding the reported attacks on German warships.
In this latter connexion the Span- ish Government has conveyed a Note to the British Government denying the alleged torpedoing of the German warship Leipzig by a Spanish submarine and offering the British Government every facility to investigate the German claim.
CABINET CALLED
Indicative of the serious way in which the British Government re- gards the postponement of Baron von Neurath's visit is the fact that a special meeting of the Cabinet was called at 6 o'clock yesterday evening.
In the forenoon the Cabinet met to consider the Spanish situation and to discuss the Leipzig torpedo episode.
In the early afternoon the repre- sentatives of Britain, France, Ger- many and Italy met for an hour, the meeting being then adjourned to 9 o'clock because of the session of the non-intervention committee at 4.30.
COMMONS POSITION
In the House of Commons a num- ber of questions were asked about the visit of Baron von Neurath and the Leipzig incidents.
The questions regarding Ba- ròn von Neurath were on the question sheet but were not put in order that the Government should not be obliged to an-
