"War Councils" are to be estab- lished in all military and naval dis- tricts in the Soviet, says an official Government decree issued yester- day.
The step is the first -of “several measures introduced with the ob- ject of strengthening political con- trol over the Red Army.
The War Councils will be the highest military authority in each district, and over them will be a Supreme Council, composed of the Commissar for War, Marshal Voroshilov, and two Communist Party officials.
