SPECIAL Commission of the Football Associa- tion, sitting in Birmingham yesterday, dismiss- ed the appeal of Mr. J. E Tonkiss, the secretary of the Birmingham Referees' Association, against a decision of the Emergency Committee of the times winner of the title, tied at Birmingham County F.A. removing him from any 156 in the Royal Navy and part in football management under the control of Royal Marines Championship yes-the F.A. terday over 36 holes on the Ea and West courses of the Went- worth Club. It is understood that the trouble between Mr. Tonkiss and the Birmingham County F.A. arose over a dispute regarding the alloca- tion of Cup Final tickets to referees. Mr. Sutcliffe, in a statement afterwards, said the appeal would be dismissed, the fee forfeited, and no order made as to costs.
