9.21. 6 firms of consulting engineers were appointed to undertake a total of 20 projects and preliminary reports on 13 of these were submitted.
9.22. Included in the schemes on which detailed planning was commenced were the Lung Cheung Road/Tai Po Road/Ching Cheung Road Route Improvement scheme which comprises 12 projects, and the Argyle Street/Waterloo Road/Princess Margaret Road and the Waterloo Road/Prince Edward Road/Boundary Street grade-separated interchanges. Preliminary design work was started on approach roads to a proposed bridge between Tsing Yi Island and the mainland.
9.23. A schedule showing works undertaken by consultants is at Appendix Z.
NEW WORKS
9.24. The following paragraphs describe briefly the progress on the more interesting works. Details of projects completed or under construction are given in Appendices X and Y, while statistics relating to roads and drains are shown in Appendix AA.
Road Works in Hong Kong
9.25. The construction of the Garden Road Complex designed to link Central District with the Mid-levels and Peak areas continued. The last section of Cotton Tree Drive was completed and opened to traffic in November 1970. Upper Albert Road was also widened. Work on another two flyovers to link Kennedy Road with Upper Albert Road over Garden Road commenced.
9.26. Most ground level works for the Waterfront Road project designed to provide a high capacity route to link the Central District with the Cross Harbour Tunnel and North Point were completed. Three flyovers, at Arsenal Street, Fleming Road and Causeway Bay, to provide grade separation at the important road junctions, together with four footbridges at regular intervals over Waterfront Road were also completed and opened to the public. Work continued at Tsing Fung Street Flyover to link King's Road with Waterfront Road.
9.27. New roads were constructed in conjunction with new building development in Morrison Hill, Chai Wan, Wan Chai Reclamation and Jardines Lookout areas. A number of roads were also being widened to meet the increasing traffic demand including Connaught Road Central,
