SOVIET NOTE ON MONETARY SIDE
London, To-day.
A deadlock was reached at the meeting of the non-inter- vention sub-committee. yester- day morning when the question of financial aid to either side in Spain was discussed.
A Soviet Note to the Chairman, Lord Plymouth, stated that Russia was willing to discuss the question of financial assistance to Spain in principle, but refused to agree to any discussion affecting the assets .of the Spanish Government, includ- ing gold owned by the Bank of
Spain.
There was a lengthy debate on this question without any solution being reached.
In view of the deadlock on this:
London, To-day.
Hardening of the points of disagreement be- tween Germany, on one hand, and Britain and France, on the other, over the form of the proposed new western pact, is the net result of the receipt of the German Locarno Note, which makes two con- crete proposals.
FIRSTLY, GERMANY ASKS THAT BELGIAN NEUTRALITY SHOULD BE GUARANTEED BY FOUR WESTERN POWERS, GERMANY, FRANCE, BRITAIN AND ITALY.

It is insisted that the Franco-German non-aggression pact should be valid under all circumstances.

Obviously, it is stated, Bri- tain and France are thinking of a possible future war and "do not want to relinquish the idea of Belgium as the site of the first hostilities.”
Mr. S. D. McReynolds (Demo- crat, Tennessee), sponsor of the Bill, replied not unless the President found they were actually in a state of war.
