GENERAL
8.01. This Sub-Department is responsible for the electrical and mechanical engineering of Government projects, with the exception of Building Services and Waterworks projects. It provides a service to other Departments and Sub-Departments, acting as consultants and contractors on electrical and mechanical matters, including the maintenance of most of the equipment used by Government and all its 3,128 vehicles.
8.02. Four years have elapsed since the Military Works Section took over electrical and mechanical responsibilities for Works Services for the Armed Forces from the M.P.B.W. (Department of the Environment). Although steady progress was made in assessing the work involved, in classifying equipment and in adjusting M.P.B.W. and Military procedures to suit the Public Works Department's system, full integration had not been achieved before 1970. During the past year, the formation of a Central Planning and Progress Section and the approval of a P.W.D. establishment for Military Works accelerated the integration process. The transfer of staff and responsibility for major overhauls and repair from Military Works Depots to this Sub-Department's main workshops has now almost completed the process.
DESIGN AND PROJECTS DIVISION

8.03. This Division is responsible for all new projects, both electrical and mechanical, which are undertaken on behalf of client Departments and Sub-Departments of the Public Works Department. In addition to acting as consultants, the duties of the Division include the investigation, design, preparation of drawings, indents and contract documents as well as the supervision of projects under construction. The Division also administers the Lifts and Escalators (Safety) Ordinance.
