The King has awarded the Ed-. ward Medal for gallantry to Mr. J. E. Samuels, a coal cutting ma- chineman, in recognition of his coolness, courage and qualities of leadership after the explosion in the Gresford Colliery in September 1934.

Samuels, who was highly com- mended in the report on the acci dent of the Chief Inspector of Mines recently published, was one of the six survivors of the disaster in which 265 perished.

Mr. Mander proposed that League Council should extend the mandatory system to all non-self- governing colonies, placing them under international supervision.
