A spokesman of the Japanese Embassy at Nanking vester- day declared that the Saiyuan tronble has no connection with the Japanese authorities and that this Chinese domestic affair will be no hindrance to the Sino-Japanese negotiations. The Chinese Government at the same time notified the foreign' Ambassadors and Ministers that Inner Mongolia and the provinces of Saiyuan. Lingha and Chinghai are brought to their notice as an area of bandit suppression. Foreign residents in those places are advised to evacuate se as to ensure their safety.
