Complete agreement has been reached on the text of the Anglo-Russian Naval Treaty, subject to approval by the Govern ments concerned, and to Germany's adherence to the 1936 Three- „Power London Naval Treaty
The agreement fallows the principles of the 1936 treaty, ex- cept that Russia will have the right to build seven cruisers with 7.1-inch-guns instead of the 6.1 limit laid down by the treaty: -and-as-regards the Far East she will have a free hand, except that she undertakes not to build vessels in the Far East outside the limits of the 1936 treaty. This means that if Japan exceeds these limits Russia would be permitted to do likewise
