Philadelphia, To-day.
After an all-night sitting the Rules Commit- tee of the Democratic National Convention decid- Jed by 36 votes to 12 to abolish the rule that a ma- jority of two-thirds of the delegates is necessary to nominate Presidential candidates, but in order to pacify the opposition it was prepared to recom- mend the re-apportionment of the delegates for future conventions. “
The Platform Committee also broke up at dawn after an all-night deliberation on the Party's election programme. The members were pledged to strict secrecy, pending President Roosevelt's approval of their efforts.

(From Our Own Correspondent]
Canton, To-day. Relations between the South-west and Nanking were strain- ed to an alarming degree to-day, following the five South-west demands asking the National Government to fight Japan.
The South-west telegram reached General Chiang Kai-shet; head of the National Government, last night. The telegram, which demanded severance of diplomatic relations with Japan, national mobilisation to fight that country, opposition to the in- crease of Japanese forces in North China, non-recognition of the armistices signed between Nanking and Japan since September 18, 1931, and freedom in popular movements, has greatly em- barrassed the high officials of the Nanking. General Chiang is said to have opposed the anti-Japanese movement here. His troops in Hunan are reported to have clash- ed with the Kwangtung-Kwangsi forces, but confirmation is un- available.
The South-west has insisted that General Chiang shall fight Japan, but he is equally deter- mined to put off the matter. The result is the South-west- Nanking impasse which will lead to far-reaching consequences.
