M. Litvinoff also suggested that the proposed prohibition against the passage of submarines should be extended to air- craft-carriers. M. Paul-Boncour, urged the need to allow greater freedom of passage to States carrying out obligations under the League Covenant. Admiral Sato (Japan) said he was prepared to accept restrictions on warships going to the Black Sea provided they were also imposed on warships leaving the Black Sea. The general discussion will be adjourned to-day and there will be no further plenary meeting until after the League Assembly.
