HUGE OIL ORDERS BY SOUTH-WEST
SPECULATION RIFE IN CANTON
[From Our Own Correspondent:
Canton, To-day.
Rumours that the Kwangsi and Kwangtung Governments have entered into huge deals with a prominent Hong Kong oil firm for the supply of petrol and lubricating oils are giving rise to considerable interested comment in official and non-official circles here.
During the foreign affairs debate in the House of Commons yesterday the Prime Minister stated that the policy announced by Mr. Anthony Eden, left, Foreign Secretary, had, the `an-' animous support of the Cabinet, while Mr. D. Lloyd George, right, made a vigorous, criticism of the British Government's for eiga policy.
Speculation is rife as to the intended pur- poses of the enormous stocks which are reported LONDON PRESS COMMENT to have been ordered, and it is recognised that if military action is contemplated, then the prior acquisition of large stocks of the necessary spirit and lubricating oils is an essential factor.

TO RETURN OF SIR S. HOARE EDEN GOING TO GENEVA TO SMASH LEAGUE “TRUCKLING TO A DICTA TOR ”
London, To-day.
Opening the sanctions debate in the House of Commons yesterday the Foreign Secretary, Mr. Anthony Eden, recited the many occasions on which the Government took the lead at Geneva, and said they pro- posed to do so again. Answering the question of what the League should-do, he said: "We have to admit that the purpose for which sanc- tions have been imposed has not been realised." and added: "The Gov- ernment, after mature consideration on the advice which I, as Foreign Secretary, thought it my duty to give, have come to the conclusion" that there is no longer any utility in continuing sanctions as a means of pressure against Italy." Mr. Eden's announcement was followed by loud cries from the Opposition of "Shame” and “Resign.”
Mr. Eden's speech was interrupted for 10 minutes as the result of an altercation between Labourite back-benchers and a few Conservatives who overflowed into the Labour beaches.
Mr. Eden continued by saying that last December exchanges of views were held between Britain and certain Mediterranean Powers, as a result of which certain reciprocal assurances were exchanged under Article XVI of the Covenant, whereby Britain would assist them in the event of attack.
It was the Government's view, that those assurances, should not end with "the") sanctions but should continue to cover the period of uncertainty necessarily following," the terraination of sanctions. However, the Government regarded any such eventusity..as the assurances covered not only as hypothetical, but improbable. Moreover, in the light of the experience of recent months the Government was determined that "it is necessary that we should maintain permanently in the Mediterranean a defensive position stronger than which existed before the dispute." Arrangements would be made to carry out the
