The League Council adopted a resolution yesterday regretting the failure of conciliation and making a special appeal to Italy to bring to a solution the dispute in the spirit expected of a founder of the League. Italy voted against it.

The Ethiopian delegate complained that the resolution failed to satisfy Ethiopia's demand for increased sanctions.

The session was then concluded.

The public meeting of the Council listened with rapt attention to the outspoken declara- tion of Mr. Anthony Eden. the British delegate.
