The recent successes claimed by the Government troops against the Communists in Shansi have failed to relieve Chinese political circles, who fear that, if the castward move- ments of the Reds continue Japan will seek them as a pre- text for the military conquest of North China.

The German memorandum, handed in to the British Foreign Office yesterday by the Ambassador-at-Large, Herr von Ribbentrop, says:—
The German Government heard with complete agreement from Herr von Ribbentrop that the British Government and the British people wish to begin as soon as possible with practical work for the true paci- fication of Europe. This wish corresponds to the intentions of the Ger- man people and Government. The German Government therefore all the more regrets that it is not in a position to recognise, in the outline of the proposals of the Locarno Powers, an effective and fruitful basis for the introduction and carrying through of such a true work for peace.
