Although the British Press shows itself somewhat disappointed by the provisional char- acter of the German note, which was handed in by the Ambassador-at-Large, Herr von Ribben- trop, yesterday, the impression in Parliamentary circles is stated to be quite favourable, since no one had expected the German Government to be in a position to formulate its counter-proposals at

a few days' notice.

The fact that the Reich intends to submit new proposals is welcomed as a good omen, since political circles here had not dared to hope for anything more at this stage of the negotiations, and since it is generally anticipated that the German counter- proposals will at least offer the opportunity to keep the negotia- tions going.

Herr von Ribbentrop had a long conversation with Mr. An- thony Eden yesterday afternoon, the British Foreign Secretary having earlier in the day conferred with M. Paul-Boncour, who subsequently returned to Paris.

The Naval Treaty was signed with full cere- mony at St. James's Palace yesterday afternoon by Britain, the United States, France, India and the Dorninions, except South Africa and the Irish Free State, on the ground that neither possessed navies. The Treaty will remain in force for six years from December 31, 1936.

In addition to the provisions previously mentioned the Treaty reduces aircraft-carriers from 27,000 to 23,000 tons and extends

the age-limit of battleships from 20 to 26 years.

Lord Monsell. First Lord of the Admiralty, hoped that Italy and Japan would be able to adhere later and noted with satisfac tion the Japanese assurances that they do not intend to do any-

thing likely to promote a-naval race in the future. Lord Mousel regarded it as a good augury that all the Washington Powers, in- cluding Japan, would shortly sign a protocol governing the use of submarines in war time.
