The proposal that Germany should renounce the building of fortifications in the Rhineland zone, which some foreign papers have been put- ting forward as likely to lead to an early com- mencement of negotiations between the Locarno Powers, is subject to lengthy comment in the "Diplomatisch Politische Korrespondenz” under the title "An Unreasonable Demand."

The Rhineland, the late "Demilitarised Zone." comprises one- eighth of the entire German territory and contains about one-j quarter of the entire population of the Reich. It is the seat of the most important industrial centre. This district, it is now demanded, shall remain unfortified and defenceless, while on the other hand France began in 1927 to establish an enormous forti- fied zone opposite the German frontier, stretching from Belgium

to Switzerland.
