HEAVY RAINS REPORTED IN HARRAR AND OGADEN

Addis Ababa, To-day.

The Ethiopian Government ridicules the al- legation that all the Ethiopian armies except Ras Nasibu's have been routed.

From the beginning of the war an imperial edict against risking a messed battle has been obeyed, and now that Marshal Badoglio had thrown five army corps into the action on the north- ern front it would have been folly for the Ethiopians to stand their ground. The Ethiopian forces are retreating according to a prearranged plan.

ALBANIA AND ITALY

Important Pact Signed

MILITARY FACILITIES GRANTED

“CHINA MAIL" SPECIAL

Paris,-To-day.

The Italo-Albanian Military Pact of 1925 was prolonged on Tuesday, after negotiations ex- tending over a considerable time.

The foreign editor of F'Oeuvre, Madame Tabouis, reveals the following details concerning the Pact:

Italy agrees to pay to Albania an annual amount of 8 million gold lire, besides the arrears since the non-fulfillment of the pact, which amount to a total of 40 million gold lire,

A part of this sum is to be spent by Albania for the foun- dation of a Farmers Bank, while the rest of the money is to be used for the maintainance of the army and police forcé.

Italy assumes the obligation to complete the work in the harbour of Duraboo, which is to be enlarged in such a way as to enable the landing of an en- tire Italian army corps. As compensation, Italy is to be granted all mining, foresting and oil-boring rights..

The Pact finally provides that Italy is obliged to grant mili- tary assistance at any time to Albania, if such is requested, while Albania virtually agrees to put that country at the dis- posal of Italy, if this should be Idemanded. Trans-Ocean Ser-
