FRANCO-SOVIET PACT EXPECTED TO BE RATIFIED TO MORROW

FLANDIN'S DEFENCE

APPLAUDED

NO AGGRESSION AGAINST GERMANY

COLLABORATION SOUGHT

Paris, To-day.

France has never ceased to dsire to associate in understanding and specially in the safeguard- ing of peace, declared M. Flandin, defending the Franco-Soviet Pact in the Chamber, yesterday. All successive French Governments had been faithful to this conception and had taken care to keep Germany's place open.

The pact contained no obligation, such as might be found in a treaty or alliance. It was not.contrary to the spirit of Locarno, but confirmed Locarno and affirmed that no aggression would be made against Germany. The pact only envisaged resistance to- wards an aggressor. -

M. Flandin recalled the Ministerial declaration. He spoke of collaboration with Germany and said: "It is desirable that a great nation to which civilisation owes so much should resume its place in the world on a footing of equally."

The fact that the entire Left and the greater part of the Centre applauded M. Flandin's defence of the Franco-Soviet Pact, in the Chamber yesterday afternoon left no doubt that the pact will be ratified by the vote, which is expected to be taken to-morrow.
