A fateful week in the course of which the League of Nations will have to take a momen- tous decision began on Monday in an atmosphere of feverish activity, which resulted in the estab- lishment of two highly important facts.
The first of these is that the Committee of Six, entrusted with the task of fixing the responsibility for the outbreak of hos- tilities submitted a report which equivocally lays the blame on Italy, stating that the Italian Government had contrary to its obligations under Article XII of the League Covenant, resorted to war.
The report adds ominously that the application of Article XVI was not contingent for war having been formally declared- The second outstanding fact is that the capture of Adowi avenged the defeat of 39 years ago and this appears to have open- ed the way for negotiations for a settlement of the dispute on a new basis.
