At the beginning of his speech before the League Assembly yesterday, Sir Samuel Hoare had reaffirmed in general terms the British Government's support of the League and the collective system, which he carefully defined, re- marking that the League was not a super-State and the member States did not abandon their sovereignty, nor did theCovenant require that they should, without their consent, in any mat- ter touching their sovereignty, accept the deci- sions of the other members. The League was what its members made it, and it would succeed or fail according as its members, in combina- tion with each other, possessed or lacked the will and power to apply the principles of the Coven-
