This did not, however, prove that the Abyssinian -authorities could be held responsible for the incident.

The Chairman called on Mr. Anthony Eden, British Minister for League Affairs, to make a statement regarding the negotiations in Paris on August 3.
Mr. Eden said that Baron Aloisi, the delegate for Italy, pre- sented a number of complaints regarding Abyssinian action on the frontier in Abyssinia, and also demanded that the predomin- ant Italian financial and economic interests in Abyssinia should be recognised. Therefore Mr. Eden submitted a programme of an exploratory character.
The situation in Abyssinia called for reform, and it was sug- gested that Abyssinia should appeal to the League for collabora- ition in achieving these reforms, which must be reached with the
