An emergency meeting of Ministers, pre- sided over by Mr. Stanley Baldwin, the Prime Minister, was held at 5 pm. yesterday. Sir Samuel Hoare, Mr. Anthony Eden, Mr. Ramsay MacDonald, Mr. Neville Chamberlain and Sir John Simon were present.

To-day's Cabinet meeting has been summoned for the un- usual hour of 10 o'clock, indicating a long discussion. It is be- lieved that the full details of policy will not be elaborated to-day. but a decision on general principles is expected.

The Cabinet is believed to be divided on the issue of sanc- tions against Italy. Those favouring sanctions believe that they can impose them without involving very grave consequences, while the others believe that Britain's effort should be confined to restricting the conflict to Africa.
