POOR DRAINAGE SYSTEM RESPONSIBLE

¡From Our Own Correspondent] Canton To-day.

As a result of heavy rain, many streets were flooded this morning by as much as two feet of water. Even Tungshan suburb was part ly inundated owing to the poor drainage system.

Other low-lying sections of the city are under water. The rain began to fall late last night and continued until early this morning. The Pearl River has also been rising since midnight. Shameça is only three feet above the water level

The temperature at 6 am. to day dropped to 72 degrees Fahren- heit. So far Canton has enjoyed a cool summer, because a hot dar has always been followed by showers or continuous rain.

Torrential rain în other parts of the province is swelling the North: River, East River, and West River,: and many towns along their banks are under two to four feet of water, according to a report reaching here last night-
