Washington, To-day. The Supreme Court has declared invalid the delegation to the Presi- dent of the authority to make NRA codes. The NRA. provi- sions giving the President the right to proclaim a code to rule over private industry is held to be un- constitutional by the Supreme Court.

The reconstruction of the Cabinet is expect- ed for June 6, when the House of Commons rises for the Whitsuntide recess. Mr. Ramsay, Mac- Donald will resign and Mr. Stanley Baldwin will be summoned to Buckingham Palace, and will doubtless be in a position to announce the Cabinet forthwith. The present complexion of the Minis- try will be scrupulously maintained.
