STEP
TOWARDS RESTORING WORLD
The last of the United States Navy's" dirigibles, the Los Angeles, is moored to a mast at Lakehurst, at the mercy of the elements, in a test which is to continue indefinitely, after having been in the hangar, decommissioned for a year. The test may deter mine whether America, builds any more airships....
In view of the evident misgiv ings with which the Little and Bal- kan Ententes regard clause VI of the Stress resolution dealing with the re-armament of Austria, Hun- gary and Bulgaria, M. Laval, the French Foreign Minister, yesterday made the statement that, on bring ing to the knowledge of the other interested Government the desire "of the three above States to obtain a modification of, the armament clauses in their respective peace treaties, the Powers represented at Stresa abstained from expressing any opinion regarding the sub stance of this desire, but explicitly reserved this appreciation for the Government more directly concern- ed, with whom must lie the full responsibility of the coming decily welcomed whch sion in the matter."
M. Laval added that the object of the Powers who join in the Stresa recommendation was precisely to: avoid any solution of the question at issue other than a contractual
one.

It is understood that the declara- tion gives the Ententes complete satisfaction, as it has practically made them arbiters of the ques- tion at issue, though it was very early stated at Belgrade that the Yugoslav Government was adopt- ing a very reserved attitude and that it could not understand why the Great Powers proposed to to- lerate the demands of Austria, Hungary and Bulgaria when they were intolerant of a similar de- The mand on the part of Germany. NATIONAL GOVERNMENT POPULARITY INCREASED
CALM RECEPTION IN CITY
London, To-day.
The Budget failed to arouse any enthusiasm in the city, which, however, considers it typical, sound, conservative British finance, and, as such,. a further step towards restoring the world's con- fidence.
Bankers are gratified to learn that the equa- lisation fund has again earned a profit, which was unexpected, in view of the very heavy attacks on
sterling last year.
*** It is pointed out that in the face of Continental monetary uncertainties, with the ever present fears of American financial experiments, sterling lends increasingly to become a refuge for an International pani in capital,
The Stock Exchange is unmoved by the Budget, which con cided with expectations.
It is felt that the restoration of the pay cuts, and larger
allowances, tend to crease the popularity of the National Gov- erament, with the mass of the electorate.--. Reuter.
