Paris, To-day. The Chamber has passed a vote of confidence in the Government by 374 votes to 210 on the motion of the So- cialist Deputy Camille Planche demanding a committee of in- quiry into the manufacture of

of arms.

M. Flandin, the Premier, op- posing, declared "I refuse to agree that the organisation of national defence by France and her allies should be dis- cussed at the present time."

The Council of Ministers had previously approved a decrée provisionally prohibiting the export of certain raw mater- ials required for national de- fence.

This step is believed to be due to the anxiety in indus trial circles at the recent large German purchases of them from France-Renter.

He pointed out that the visit was not only desirable but even necessary and demand- ed by previous events and not least by the London communique.

JAPAN'S WITHDRAWAL

FROM LEAGUE

NOT LIKELY TO IMPROVE RELATIONS WITH CHINA

"TIMES” · COMMENT ON SITUATION

"

London, To-day, The occasion of Japan's withdrawal from the League, says "The Times," is notable as the first on which a great Power ceased to belong to the League because it failed to conform to its recom- mendations and standards.

The encouragement to the Japanese public to believe that Japan has supplanted the League in establishing order in the Far East is not likely to commend itself to China,

Some nice points are raised concerning the propriety of a State which is no longer a member of the League and which is continuing to "participate in its work without being bound by its

obligations.

No doubt a compromise will be reached which will retain Japan- ese co-operation in the non-

political services rendered by the
