There is little possibility that Manchukuo will build any effective Inavy, due, in part, to the fact that it is without harbours capable of handling warships.
This was revealed in Tokyo un- official circles on the heels of a statement by a spokesman from the Foreign Office as follows:
"I hardly believe that a nation, as large as the United States is likely to worry overmuch about Manchu- kuo's gunboats' on the Sungari and Amur Rivers or-about-any-future expansion of its facilities along this line."
