To Look Smart Requires Time
There seems to be the atmos phere of the Russian steppes about this smart and original costume. The white chalk tunic is interest- ingly not off by black gloves, sash and Russian style hat. The neck- line is extremely simple and the sleeves are loosely draped.

the new evening frocks is to allow plenty of time for dressing, and, once the gown is on and arranged to your complete satisfaction to move slowly in it, especially if the skirt is allt. Hurrying about in a slashed gown invariably results in |a ́ confused -mass of draperies about the feet, for the fullness of one side or of the front is dragged from Ita proper position, the feet become entangled in it and, apart from its untidy effect and its gracelessness, there is real danger of a tall, especially on a polished dance floor.

a ripple of fulness for a matter of an inch or two and the feet are hidden completely. In addition to this length all the way round, there is a definite train, or set of trains, at the back, and these, trains can easily spoil the graceful line of the gown when its wearer is dancing.
Loops have been introduced, -cer-| tainly, so that, there is no need for the train to be caught up in-al bunchy mass, but few women seem to remember that the loop should be held in the position in which it is placed on the skirt, and not drag- ged to the front or the back. When it is dragged as often happens, the, dancer looks as if she fa wearing ono of the knee-length dresses of Immediate post-war year, for the skirt panels part at the side allts, there is a muddle of fullness down Jeither side, and a vast expanse of silk stocking back and front. The effect is not only untidy, but Iudicrous how ludicrous the wear- er has no idea unless she catches!

A Who's Who For Women Only
A SIGN OF SPRINGTIME
The second annual issue of the Women's Who's Who has recently been published. It ranks among those things which, the moment they appear, seem, so inevitable that one can hardly believe they have not always been with in our horizon. Quite obviously there ought to be a Women's Who's Who, That a Who's Who should appear was the general opinion when the father Who's Who did appear. It is only surprising that the Wo- men's Who's has waited so long.
Its precessor, the English-wo- man's Year Book, was extremely useful. The war killed it, and men have been heard to say that they miss its admirable condensation of everything that women could do, and the spheres in which they are dding. However, peace be to its ashes, and hail to its successori
